OUTREACH EMERGENCY SERVICES PROGRAM
Outreach Emergency Services Program (OESP) is a non-profit 501 (c) 3 organization based in the United States that assists in the development of Fire and Emergency Medical Services programs on an international level. Founded in 2002 OESP has conducted three trips to Cambodia to train its native fire fighters. The first step in training was to create an atmosphere of safety within the supervisors and upper management of the fire fighters. The desire to learn was immense and willingness to look at new ideas even greater. The situations encountered ranged from a severe lack of equipment, poor water delivery/supply system and less than desirable communications, to a shortage in fundamental skills. The equipment problem can be overcome through donations and the government is working on a water supply system within Phnom Penh, the capital of Cambodia . Skills can easily be developed as the fire fighters learn and apply different techniques over the next few years. The initial class was filled with 30 supervisors and managers who learned about building construction, fire ground safety, efficiently utilizing resources to the maximum potential, strategy, tactics and problem solving. The next round of classes continued the work with the supervisors and managers and began the first round of basic fire fighting skills. Basic fire academy skills are being taught now that breathing apparatus, hose and hand tools have arrived.
